It was more about the translated video. Now granted I dont speak Russian and I have not seen validity of the translation, so some clown could have very well put something completely different than what Putin was saying.
My thought as well. They might not mind pissing off the locals (who are probably pissed regardless), but they'd prefer to have that electricity themselves when they come back. You destroy the grid assets if you don't expect to come back and you just want to make life hard on the victors. Armies are built to not need electricity, but I'm sure it can be useful where it exists, especially when managing the civilian population is part of your mission. Since I'm in the electric supply industry, it's been pretty interesting for me to watch how managing the grid is part of military strategy, especially the fight over the nuclear power plant (which I really fear will end in disaster).
