Not to mention it doesn't really matter if it is 15% because those 15% are HIGHLY motivated by the fact that they will have between $10,000 and $20,000 in debt erased. Further, it isn't really accurate to use 15%, because that is of ALL Americans, and not those that are adults. That gets the percentage to 21% of all adult Americans. Further, the Biden administration expects to clear over 20 million student loans completely with the forgiveness. It isn't a fair program? That isn't what this is about. It is irrelevant if it is fair or not. This is a divided country, that is exactly why this is a winner for the Democrats. They are not going to lose very many democrat or independent voters on this issue, and they are going to gain new voters and some Republicans and independent because they can personally be impacted by the decision to erase $10,000 to $20,000 of debt and get rid of half of all student loans. Why would any financial institution consider student loan forgiveness? When it comes to assigning mortgage rates, car rates and other calculations they look at the amount of debt in relation to income. Decreasing the amount of student loan debt is considered in that for sure.
Most democratic voters are not saying much about the topic and a lot of moderate democratic politicians try to avoid it until they are cornered. Yes, abortion is a huge selling point for Republicans when they were fighting to over turn Wade, something a lot of people never thought would happen. There must be a generational divide here. While it is historically true people have gone to college to make more money, in 2022 that is less true than in the past. Quality of life and the ability to do a profession that they enjoy is a big reason why. Further, when I went to college and then graduated from under grad, grad school and law school..... the amount of taxes I would pay was not even a consideration. In fact it was a number of years before it was something that I really was concerned with. I know very few people in their 20's and 30's that really give much thought to their tax rate. Even when I have been a top 5% earner in the USA, I wasn't really paying that much more in taxes.

Just to add and I apologize to @wekko368 ainc I didn’t see the whole post that @Nook is responding too many of the students that I’ve been around as both a collegiate Judo coach and a guest Architcture lecturer do look at college as a chance to contribute to society. My own experience is that most aren’t just in it for making money. I will acknowledge that there could be a biased based off of that architecture isn’t as profitable as some majors but that view of wanting to contribute to society also seems to apply to students in the sciences and many engineering students also.
