Here's the definition from wikipedia: In politics, a concession is the act of a losing candidate publicly yielding to a winning candidate after an election after the overall result of the vote has become clear. Based on that definition, Trump's words would indeed indicate that he conceded. If you google "did Trump concede?", how many headlines indicate that he did, in fact, concede? Perhaps you should be asking this to the poster who thought that Congress could "veto" an executive order.

I don't remember saying that you didn't know how government works, but if I did, it was likely because you implied that if Biden was President that would mean Trump conceded. When asked about Trump conceded you responded with comments about who was president, now. Much of the headlines about Trump and concession have to do with him conceding that Biden will be President which is different than conceding that he lost. I've used the analogy about conceding a stolen item isn't in in the possession of another person is different than conceding it rightfully belongs to that other person.
