This is part of the separation of powers. The fear would be that if Congress could enforce laws such as contempt of Congress they would use it much more and for more poltical reasons. Consider if the Speaker of the House calls the President and VP to testify and the President declines then the Speaker could arrest the President and the VP and make themself President.
