The actual chemical reaction of higher octane fuel doesnt generate more torque. The design of the motor with a higher compression ratio or rammed in compressed air from a turbocharger is what increases torque. The higher octane rating of the fuel just prevents premature combustion.
For all practical purposes, tons of cars made in the last 10-15 years pulls timing and boost when lower octane is used. Not just performance cars, freaking Mazda sedans give actual spec differences with different fuel grades. Octane CLEARLY has "something to do with increasing power AND torque" Cars older than you have knock sensors that will pull timing. No one cares about the BTU per gallon argument you are making. Methanol loses that also, racers DGAF. The answer to the question of if they put higher octane fuel in their car will it have more power is quite possibly YES depending on their model.
The only reason you would want to put higher octane fuel in your car is if you getting knocking if you don't. So yes, higher octane fuel allows engineers to design motors that have high compression without premature combustion. So yes in some cases with very old cars where you might experience occasional knocking, putting a higher octane fuel can help.
You won't get knocking. That's what that whole sensor/PCU thing does. You just less power when the timing/boost is adjusted. Engineers worked all this out a while back. They wanted higher efficiency and performance but also the ability for the car to not hurt itself if premium wasn't available. I also disagree older cars.
