The Australian and New Zealand systems seem like a model that would work here. They have 'health districts' that have their own hospitals/clinics, that anyone can use. They also have private insurance that lets you see other doctors if you want. Naturally, since this would seem to be a system that might work here...no one ever brings that model up.
Could have an should have happened right after the Berlin Wall fell, but pro sports teams could have probably financed their own stadiums, too.
Back before 9/11, just about every military movie other than Private Ryan seemed to be set on base and some kind of murder mystery, maybe equal parts due to post-Cold War villain inertia, indirect allusions to the Tailhook scandal, allegories for the corrupted "honor" and "tradition" of continued hypocrisy and denial of anti-gay enlistment, or just emulating A Few Good Men.

Hmm, ok to spend mostly unaccounted for 30+80 billion to still corrupt Ukraine but we gotta reduce military spending even if we're 1000% nutso about Protecting Our World interests and we want to beat down Russia? Gotta think think think more heavies on dat. (Even more) When times are uncertain, Hollywood is there to give us a white knight who'll kick ass of any threat...foreigners, commies, aliens, supervillains. What's not to like, only a 2 hr escapist movie...
