This Is definitely understandable, especially in the case of someone who has been around as long as Biden. Trump’s grasp on the GOP is partly due to him being an outsider which he really is. In that case it totally feeds the ant government sentiment. That being said it's still gonna be business as usual. Fresh blood may equal new ideas but creative or innovative legislation takes more than being what seems to be best to get passed.
They need to limit his public appearances even more. If he had a competent VP instead of a quota that called him racist during the campaign he would have been much better off.
