This specific monopoly is (at least partially) government enforced. Reduce barriers to entry into the market and allow competition from foreign markets and there will be greater opportunity to break the monopoly. When the government has a tough regulatory environment, it advantages established entities and makes it more difficult for new competitors to arise.

Government regulations only partially effect market entrance. There are also patents held by the the 3 main players (unless you are also arguing that all patents laws should be dissolved). There are also major costs of development that come into play. And... in the years it will take for new market entrants to come to market... people need insulin but are unable to afford the high prices...

I believe I already posted above that there should be patent reform. Arguably we could eliminate patents and copywrites altogether, though I fear it would discourage innovation. Certainly the existing system is flawed. There are insulin formulas and manufacturing techniques currently in the public domain though, so patents are not a total bar to entry. It is a good thing that we could allow them access to cheaper alternatives instantaneously then, just by allowing access to foreign markets via deregulation.
The problem it is not subsidized as the cost to produce insulin does not reflect the current price of insulin. Also glad you brought up oil as the price of oil is heavy influenced by the producers such as opec.
It is hard to say what would happen to insulin pricing and production if price controls were passed in the US, until you run the experiment, you won't know for certain. It's possible the drug companies all decide to just eat the losses. It seems more likely they will either focus on a more lucrative market or change their manufacturing focus to a more lucrative product that doesn't have price controls. If I am not mistaken, the United States is the largest market for insulin (despite being much smaller in population than China or India), so a drastic disruption to the US market would be a major change. OPEC influences the price of crude oil by producing more or less. They don't set a price floor. Without government intervention, manufacturers would serve a similar role as OPEC (though they have a greater market share currently).
