How the heck would you enforce this? It would require another state where abortions are legal to agree not to accept Missouri resident patients. The only way this would work is if the patient was on Missouri Medicaid and Missouri not allow for those payments in the interstate reciprocity agreements. But if you were paying cash the heck you going to stop someone from leaving? Read the article: they are relying on the bounty hunter private citizen to report.
And that makes it more dangerous. What if NY decides that anyone preventing someone from getting an abortion is against the law and says this is enforced anywhere via citizen bounty. Could a private citizen then take MO or some other state that is passing laws to restrict abortion to court in NY and sue to collect their bounty? These private laws make a mess of the compact between the states and Federalism itself. It’s another sign how unmoored the current party is from principles.
