Most people don't realize that Kyiv was populated 800 years before Moscow. In fact, Moscow only became a city because the Mongols invaded modern day Ukraine and forced people to flee. Kyiv became part of the Russian empire later but it was always a key city. Putin wants to recreate the old pre-Soviet Russian empire which is why he's so focused on annexing Eastern Ukraine and Kyiv. Other parts of the Soviet Union that were added after WWII are far less important to him. He wants the borders of the old Russian Empire and he subscribes to a nonsense theory that Russians, Belarussians and Ukrainians are a common slavic people and Putin wants to create some sort of "united" Russian republic. That's why he's also concurrently pushing Belarus to deepen its ties.
