Lol...we do. Nobody is better at electronic warfare than the US. We aren't doing it now because we made the decision not to defend Ukraine. When you attack the systems the country you attack is able to determine how you got in and patch it. Why waste our entrances to their systems when we aren't fighting for Ukraine? If Russia makes a move on a NATO country we will wreck them electronically.
Its not missing. The US already leaked some of its options for cyber war. The DoD said they're ready to blackout Russia's grid, shut off the internet, shutting down the Russian rail supply network, etc... Those plans are already in place and they leaked that stuff yesterday to send a message to Putin (although it didn't really stop him). But the capability is all there.
For some perspective Stutnex was developed around 2005 -- I think it would be shocking to see the advancements we have as of 2022.

They appear to be slowing significantly and the majority of troops are still outside the Ukraine border, but there hasn't been a major change.
And then the Russians respond in kind. Mutually assured destruction. Meanwhile, we and the Europeans continue to buy oil and gas from the Russians in enormous quantities. We are not going to do anything that will have any material effect here. In case anyone was in doubt on this point, all of these so called "experts" and know-it-all geniuses are completely impotent in the face of a real life situation that requires real life responses and initiatives. Now if you need a paper written about it, or a conference meeting at a hotel on the subject, then that of course they are up for. But real life? LOL. They cannot do it.
In the halls of the impotent United Nations, they may think that is important. Out in the real world, it matters exactly zero, as the Russians have the ability to veto UN security council resolutions, which they are sure to do here. Which means the motion fails - just like the United Nations.
