    they're all over, from Santa Monica (where Kate Hudson/Charlie Sheen went to hi school), to the Federal Bldg / downtown, McArthur park, the OC, etc.)

    one of the things LA did, for the 1984 Olympics, was to pay the homeless cash to hop on buses, then drive them out of LA
