When a player agrees to a buy out, they and the team are mutually agreeing to amend the contract. I dont think the portion the player gives up counts against the cap. I dont see how it would make sense to hit the cap for the original agreement if both parties are consensually changing the agreement. Found several examples via googling where the math seems like the portion the player gave up does not count against the team’s cap, but didnt find anything that stated that definitively. If anyone knows or has a link, thanks for the knowledge.
It doesn't matter because John Wall has already made it clear he's not giving up a single dollar. The only possible advantage I can see to cutting Wall is that you can use his roster spot to add a G Leaguer or free agent. So unless there is somebody out there that you REALLY love and believe in, it probably makes more sense to hold onto Wall in the chance that he can be used to net anything in trade.
Worth noting there is a difference between buying out someone and waiving them. And, as you point out, if Mr Wall doesn't give up a dollar, not much to be gained...

I'd absolutely love to get Kai Jones. I really liked him pre-draft. Would not love to get Simmons tho but i won't argue about it.
