It's a bottom 5 roster. They won't splurge on a single free agent most likely because it wouldn't do much to help.
Pure conjecture on my part but I would bet they'd be a lot more active had it been McCown or whoever they really wanted to hire.
Under normal circumstances, I wouldn't either. But the guy has to be smart enough to know that this was strictly to avoid having the organization named in the Flores lawsuit and that he's just a placeholder until McCown can get any measure of coaching experience. Josh McCown will be the Texans head coach in the next few years. This was nothing more than damage prevention.
His offense is going to be whatever Lovie Smith tells him to do. Lovie and Pep have known each other a long time.... and Pep knows Lovie doesn't like anything that keeps his defense on the field. It will be very conservative.
McCown should just step away from this nonsense and go start his coaching career at Sam Houston (his alma mater) as a coordinator. Build up that resume and revisit the NFL when you have more experience.

Because had the Texans hired McClown, they would have conclusively proven Brian Flores' assertions. They would have passed over qualified minority canidates with professional coaching experience and credentials to hire a unqualified white guy with NO coaching experience. That's the difference between them and the Saints. The Saints' hiring process was totally different as Dennis Allen is extremely qualified and has documented success as the defensive coordinator for the Saints. Plus, with such a guy already on your staff it makes sense to promote from within as the Saints clearly (and rightfully so) have systems in place that is working. All they need to do is retool - especially at QB - and they're on their way. Plus, the Bienemy interview was done in good faith by the Saints who hadn't made their final decision at the time of the interview. Not so in Houston which is an absolute cluster**** on all levels. This was different from what Houston was planning with McClown or what the Giants did with Flores. They'd already hired Brian Daboll when they gave Flores the interview. Jerry Jones did the same thing when he hired Jason Garrett. This was SAS' point - he wasn't blasting teams for not hiring black head coaches. He was reacting to the obvious sham interviews like what had gone on here with McClown and the NYG.
