Except what is the harm of it? If the US says Russia is going to fake an attack to justify invading Ukraine, then what? If it happens, it wasn't fake and the world knows. If it doesn't happen, it was either a deterrent or the US got it wrong. In any scenario, what exactly is the potential negative?

Given that this is an issue that affects some key allies I think it's pretty understandable he's not going to publicly declare how Nordstream will or could be stopped.
He could've too but given that Nordstream is a major issue between the US, Germany and Russia I think it is likely there is somesort of plan regarding Nordstream.
That Russian is planning a false flag operation. And not the information that they feel might compromise their methods or sources. I'm glad the US and UK are aggressively outing Russian plots publicly. If you are anti-war, this is what you want to see.
Then the spokesman should say something like "We are confident the Russians are planning a false flag operation. We believe this because of multiple past incidents and information obtained through confidential methods and sources. We will offer no information in an abundance of caution to protect these methods and sources." It was OBVIOUS what the reporter was asking for and the spokesman played dumb and/or acted as if he had answered the question already (which he knew he hadn't). Unfortunately for him the reporter wasn't gonna just accept that. I am too but lets remember the reason for the skepticism from that reporter is a long history of our government being deceptive to outright lying to us from Vietnam to WMD's to Afghanistan.
My guess is that Germany fails to approve the permit (so the pipeline can't operate) and then the US lines up some sort of plan to offset the loss of Russian gas exports. Perhaps the US and Canada has some sort of plan to export LNG to Europe with Norway and Qatar probably supplementing the as well. Its too bad we never made peace with Iran. They're positioned pretty well to take over the European gas market from Russia if they had some external support from the EU and the US.
Although I think the question wasn't sincere, the spokesman didn't handle the question well at all. I do remember. The last time selective intel was declassified was to justify war with Iraq. It turns out to be wrong. This time, these selective leaks/declassification goal is to prevent war. We are in an age of information warfare and I'm glad the US and UK are aggressive at preemptively exposing "enemy" plans to derail them to hopefully avoid physical wars.
