Obviously, you aren't old enough to remember "the projects" .... like you've never driven thru 3rd or 5th ward back in the day of row houses and govt project apartments. Government housing tends to be a net negative on those neighborhoods - those who can move move, those who can't are stuck. Property values plumet. Schools in the area get little funding .... crime rates are significantly higher, drug use is rampant & hookers are a dime a dozen. People and businesses don't move to these places ....
