Sorry, but your twitter feed has proven again and again to not be a reliable source of information. Post a link to an actual real source that describes this penalty that says you can be fined simply for coughing in a public place, as opposed to deliberately coughing on or spitting on someone.
You should actually read up on things you post, because the vast majority of them are untruths or half truths. Including this one.
