Does this save business money since they don't have to distribute something unless a customer ask for it? Seems like this is putting more on a customer than a business.

You realize most people don't use the utensils that are distributed with fast food right? Is it really that hard to ask for this stuff?

As for the fire code situation - it's easy to look at the situation from one side and quickly judge, but considering the fire crisis they have had and the fire insurance crisis they have been having, it seems there is at least a logic not to let people build wood homes in a fire zone given the cost to the state in event of a fire.
