If he's ready to pitch with no restrictions starting opening day, he'll decline the QO. If he still wants more rehab time to ease into the rest of the season, he'll take the QO. Given that all players after TJ surgery have a transition/gap year where there is still somewhat of a limit... signs are pointing towards him taking the QO.
He should take the QO no matter what. Unless they change it in the CBA, we've always seen the market be hard on those players that have them attached. It is just so much risk for a team to give up that amount of money plus a draft pick.

Bummer that he is throwing that hard now but somehow not able to contribute anything in the World Series a week ago.
I'm pretty sure that Crane and company told him to stay home so they could collect the insurance. I'm guessing that insurance covered 75 percent of his salary so it would have cost the Astros up to 24 mill bucks to trot him out there for 5-7 innings.
I’m not a expert but throwing 25 pitches in a controlled environment is very different than a game situation. Throwing a fastball hard is also different than throwing a competitive slider or curve.
