To my knowledge, the Astros set the rules based on the weather. Manfred doesn't control the weather and is only forcing the Astros to follow their own rules.
If I remember correctly from 2005, the Postseason is an MLB production and thus MLB gets to make all game-related decisions regarding the venues.
