Part of it is the new rule, but he is also driving less and settling more for threes or for passing the ball. It's been a trend the last couple of years, but it's more pronounced this year so far. Maybe it's because he's out of shape, or maybe it's because he's getting older. Still, it's a small sample size. We'll have to wait and see.

Bingo. Harden seems to have gained poundage and lost a step ( He’s never been an elite NBA athletic specimen) and the new rules aren’t helping. I think the calls will even out.l( as you stated small sample size) But He has to take better care of himself as he ages, Father Time is undefeated.
The target is more on the Nets. The NBA had plans that did not include an unbeatable -when healthy- superteam forming. Kyrie is the only player affected by the vaccine mandates. Harden seems to be the only player affected by the new rules. The NBA wants to see LeBron win at least one more. They want the Euros to be next. They don't want three of its most hated players teaming up and screwing up the narrative. That's why there was not even an insinuation made of Giannis hurting Kyrie on purpose when he obviously did, as another example.
Kyrie not playing has more or all to do with New York state law, Harden has looked pretty bad this year although its an extremely small sample size. I highly doubt the NBA is worried about Brooklyn early in the season with many injury prone stars like Durant and Irving. If they were really trying to get LeBron another ring they would be going after Giannis.... With that said, Harden should turn it around and quickly..... We've seen this guy for a long time and know that's not him on the floor right now. Nothing has really happened to him for us to assume he will continue to play poorly.
