I think your right that he would not approve trade there which basically means he would veto. But yes something along those lines has been reported I believe.

If they can get a deal like the one mentioned at the top of page 51 this week, they need to jump at the chance.
This makes sense. If Houston gets some WFT picks, then Miami doesn't look as bad if Watson doesn't end up playing a season. Hedging their risk by not having all the picks come from their team.
I see it as a no lose for Miami, because Tua sucks and Watson is fried duck. The Texans win if they can just get some draft picks and move on. Tua is just a delay of game penalty.
