Because he's never been in a position to have to make literally any decisions. He hasn't been a coordinator in the NFL at all and only once at the college level...30 years ago at a terrible UTEP program. He doesn't know what the decisions are. And to make matters worse, he has the VP of Football Operations/team Pastor breathing down his neck on the sideline. He's bad enough at this on his own. He doesn't need another non-football person who doesn't know what the f*** he's doing being anywhere near the field. It's amazing. This organization hasn't seemed to even hit total rock bottom yet. They keep finding new lows and inventive ways of getting there.

Um...he is going to be on the sidelines as he is a VP of Football Ops He is irrelevant. He doesn't have a headset does he? Culley is a rookie head coach. He will make mistakes like rookie players.
My take on David Culley: I find it most interesting was what you didn't hear when Culley was annnounced as head coach. Didn't hear anything about his "coaching philosophy on offense or defense. Didn't hear anything about him implementing successful offensive/defensive systems that allowed players to thrive and succeed. Didn't hear anything about him being an innovative coach. Did not hear about the teams he'd built/rebuilt into winners. Nope! What we got was the following PR smoke and mirrors from Nick Caserio: "Heading into this process, it was imperative to find a head coach that our entire organization could rally behind and David is unquestionably that leader," said Texans General Manager Nick Caserio. "David's infectious energy, passion for the game and ability to command a room was clear from the start. As he shared his vision for how a head coach should lead a football team, it further solidified our belief in him. His mentality of being selfless and willing to accept any challenge while investing in each person within our program resonated with all of us. I could not be more excited to welcome David Culley and his family to Houston as the next head coach of the Texans." Now that should have told you exactly what this hire was all about and it wasn't about hiring a head coach who could transform this pathetic excuse of a professional football team into a legitimate contender. Nope - that wasn't the objective at all. They (Nick, Cal & Jack) already know who they want to coach the team and are using Culley as a stop gap until they feel their "choice" is ready to take over. Culley is a nice guy and is finally getting paid so I don't feel bad or sorry for him but he is clearly not the answer. And that's by design. Expect this season to one continuous swirl around the toilet bowl.
Does Not Matter! Cal & Co. aren't concerned with such mundane thIngs like winning/losing as are the fanbase. Nor will more empty seats at NRG dent their revenue flow because in the NFL they will get paid no matter how crappy this team performs. In the NFL a team's financial success does not depend on it's on field success. As pitiful as they are, this team is still worth $3.7 billion - an increase of 12% over last year. For comparison, the old Oilers aka Titans are worth $2.625 billion - an increase of 14% over last year. How about the NY Jets - the very personification of a crappy football operation - who are worth $4.05 billion! Hell, the most valuable team in the league is the Cowboys at $6.25 billion and they haven't won squat in 25 years. And that's not counting the new TV contracts scheduled to start in 2023 nor the money Cal & Co. will make from sponsership and advertising. All told, the NFL's new national media rights will add $111.8 billion to it's coffers. So if you are waiting for this team's on field performance to somehow impact it's bottom line then my friend you are in for a VERY long wait. Just ask Detroit Lions fans...

Why are so many of you complaining about lack of wins this season? The goal of this franchise should be to lose 16 games and secure as many draft picks as they can. The cupboard is barren and only a total restock of talent will move the needle. Culley will be for the Texans what John Wall is for the Rockets.
