There is concern that those franchises have to operate that way due to the paltry fan support… but at some point, fans are also drawn by names/players, not simply the uniform. In general, those fan bases are conditioned to not get attached to any young player/star because they know they’ll never be a career player with them.

They don't have a fanbase because they're so cheap. Nearly a quarter of major league talent comes out of Florida (and not out of Miami). Its the 4th largest state by population in the Union and still nobody shows up to their games. For as much as everyone claims to love "moneyball", nobody wants to be the A's of the 21st century.
