Biden's rationale for not accepting full blame is that it's happening in his first year. If he delayed more, there would've been a bigger push for surges and renegotiated agreements as it would be entirely his war. That's part of the quagmire we've been waist deep in for the last decade. Yeah, Biden will eat this but it's BETTER he eats this than the NEXT president. We really don't need this drag on the military or our budget. If/when there's another ISIS moment, the world will just have to deal with it. But that's just muh bleein heart speaking that I'd rather spend that 200+ billion on poor Americans or our crackd up roads.
