Oil companies have internal competition for capital expenditure. In other words, each fiscal year, there are internal proposals for E and P projects and budgeting occurs based on the best ideas, as you might imagine. That’s how annual capital expenditure budgets are set for things like E and P. That is not to say that companies do not then shift capital allocation in extraordinary circumstances. But no, oil companies do not make snap decisions with respect to major capital expenditures. Small expenditures here and there, sure. That discretion lies at lower levels of the organization. I, sure that surprises no one. But the idea that 9 and 10 figure E and P budgets commonly shift from one business unit to another or one project to another “quickly” defies reality.

But when you release them matters too…. Maybe Trump shouldn’t have released them before the withdrawal? I can see why Biden wanted to delay but it would appear that he made the choice better pull the bandaid now. Biden is right about the Afghan army, Biden did get us out of Afghanistan since he’s the one who will get most of the blame for the execution of Trump’s negotiated withdrawal plan.
