Cloth masks have limited effectiveness, particularly if not worn properly, and also if not coupled with other measures like still practicing social distancing. This is consistent with the guidelines given by the CDC and others -- it's more a disagreement over emphasis. Wearing cloth masks alone won't shut down spread. But when combined with other preventative practices like social distancing they can be effective. Doing things like double-layering of masks or adding additional filtration fabrics into the mask also is a good idea. Obviously, need to make sure the masks are clean and well fitted without gaps around the nose and mouth. It's not the case that it has to be an N95 or it just does no good.

Honestly, I don't have a problem with that statement taken on its own. The science appears to indicate that cloth masks and surgical masks provide limited protection against spread of aerosols. And the way the majority of people wear their cloth masks in public, characterizing it as "very little" protection against aerosol-based spread could be entirely fair. The important takeaway from that isn't, as the Rand Pauls of the world would have you believe, that unvaccinated people should therefore forget about masks and enjoy mingling with others as in pre-pandemic times. Masks, as imperfect a tool as they are, provide some limited protection for the community when unvaccinated people choose to go out in public. Wide spread adoption of mask wearing may also provide benefits as a visual reminder that there is widespread transmission of the virus taking place. As pretty much all health bodies have stressed, masks should really supplement other measures like social distancing, limiting exposure in indoor-public places, improving indoor ventilation systems, etc. You should keep in mind that the recommendations the CDC puts out have to balance a number of difference competing considerations while trying to keep spread as much under control as possible. They can't just tell people to shutter themselves in their home. They can't place requirements that everyone has to get a vaccine. And they can't tell everyone to get an N95, since that could create a shortage for hospitals and in any case a large number of people won't be able to acquire them. They use the science that is available to inform their recommendations, but there's a lot we don't fully understand so they also have to make judgment calls. That means experts might disagree on certain things.
Not absurd at all, aside from all masking, there is natural cyclical wave of infection, seasonality, et al., it's happening now as well. It actually further proves that general masking was not very effective. People were still masked up in September 2020. Maybe you forgot.
