Because they both were high level performers in the 4th quarter. The results of the sample of games we have of them on the same team has proven that claim to be false.
A small sample of biased playoff games pales in comparison to the rest of their careers. Like it or not, Irving's 4th quarter reputation is much better than Harden's.

I neither like or dislike what Kyrie Irving’s 4th quarter reputation is. When we ask ourselves the question…. Did Kyrie Irving have to carry a bum Harden in the 4th quarter this year in the regular season or the playoffs? Did what we see from Harden this season when healthy make anyone think “yep Kyrie and Durant are clearly gonna have to carry this choking bum”? The answer is no. Based on the results.
