Steroids were already illegal from a legal standpoint. Nothing in the rule book about whistling. Doctoring the ball has been illegal for decades. Not enforcing the rule doesn't make it any less of a rule. If anything, the rulebook does need cleanup, imagine if this rule starts being enforced: Players in uniform shall not address or mingle with spectator, nor sit in the stands before, during, or after a game. No manager, coach or player shall address any spectator before or during a game. Players of opposing teams shall not fraternize at any time while in uniform.
