I put blame on Dusty, but should also sling more towards Click. The bullpen arms aren't being rotated well. Dusty doesn't have faith in Smith and Scrubb. He probably has instructions to keep Bielak and Emanuel (TB's LHBs being an exception) in fewer games so they can go if a starter gets hurt or knocked out really early.

Raley is probably the 3rd best reliever available most days. Abreu is not being saved for starts or extended outings so he gets jerked around as needed.

Smith is a problem. He doesn't have options. If he was gone, Astros could be cycling guys (Solomon, Ivey) between AAA and majors who may not be better pitchers, but would likely perform better because they aren't being run ragged like the rest of the pen.

 

Yeah, Abreu has pitched the last 3 games in high leverage situations. It's no coincidence we haven't won any of them.
