    Depends on location. I would assume most of the man made barriers or barrier islands would be positioned to protect the plants inside the bay. But even then if it's offshore surf (which is when we actually get surf the day of a cold front in the winter) it could still break up some of the swells coming in. Honestly though the project that pumped tons of sand a year or two ago killed whatever breaks were left around the end of the jettys.

    Another casualty actually was when Tillman took over the Flagship hotel to put the worlds most expensive carnival in business. The Flagship used to be the most ridable surf spot IMO, and Tillman made sure to suck the joy out of something else that Texans loved, and instead put some monstrosity tourist trap in place.

    But yeah it was a joke because Galveston surfing is widely seen as a joke, but as someone who was diehard when living down there for 25 years, I can attest that yeah you can surf in Galveston if you know when & where to go. Barrier Islands probably won't have that much of an impact, and if it gets worse it's not like 61st Street was Pipeline or anything.
