Yeah In general I think the state needs to be careful about removing kids from their families but if this kid is learning that there is nothing wrong with torturing and killing animals including other people's pets. If his parents are going to fight to defend him doing so he needs help he isn't going to get from the family.
Noone said that a human life is worth the same as a cat's life. But if anyone shows such unhibited violence and cruelty especially in a public space against a harmless pet it is only a matter of time before they start torturing and killing humans too. Maybe the next victim is a toddler in that park. It is not only about punishment but more of future crime prevention. Many people have died because the police or the families didn't bother about young kids torturing and killing squirrels, and cats in parks.
