I've been stating that for a long time now that these benefits should be means tested. Even the first CARES Act should've had more means testing. In my opinion this just makes the bill better.
Ya 80 grand is a more than fair cutoff. The median Individual income is around 36 grand. So that is well above the median Individual income.
They should make you file your 2020 return first to get it. I'm holding off filing some tax returns (including my own) because of higher income in 2020. Since the payments are intended to help those in need, it makes sense to base off of 2020 income only. That said, my income is only going to matter if they change the $150K threshold as I'm nowhere near $150K, but my income is over $100K for 2020 while being just under for 2019.
Quite frankly I was more concerned with the supplemental payment the feds are providing for unemployment. I'm happy that stays although I wish it was at $600 rather than $400. Democrats should of made that compromise. I really don't like stimulus checks all that much to begin with. I would of put the cap at $50k and with the money saved put it into UEI.

It's pretty ironic Manchin, who comes from a broke as a joke state, is against helicoptering the plebs checks with hopes that it'll get him re-elected.
"stimulus" check vs "relief" check. I think it was meant as more stimulus than relief early on (probably not a bad idea given the danger of a depression). But now? Should be a relief check since the 2nd package, or money used to support people who lost job or people who need to stay home to be safe (older folks, or those with health issue). We don't necessary need more stimulating... the fed has done a few trillion of those into wall street already.
btw, the republican senators left including johnson, leaving senate aides there to waste their time reading the bill for hours. At the very least, the senators doing filibusters should be required to be there.
It also seemed like a weird tactic. It's a delaying tactic but given that the bill actually has popular support a public restatement of it probably didn't hurt it.
