For the 2021 draft, we get the worst of our own pick OKC, and Miami. Beyond this, I was wondering, does OKC get to exercise their swap before ours with Brooklyn because that trade happened first? Another thing I was pondering, if in a bizarre scenario the Portland pick comes to us and is worse than the Brooklyn/OKC/Houston/Miami pick, can we swap a pick we get from another team (Portland) with Brooklyn?

you can only substitute another teams pick if that was negotiated into the original trade. According to Bima, OKC included the ability to take the two best of their pick, Rockets pick and Miamis into the WB trade. we had the Portland Pick prior to the Harden deal so it's possible that they could have negotiated that option into the trade. If that was included, it hasn't been reported.
Question for anyone who can answer this. If OKC finishes with a worst record than both Houston and Miami, and therefore chooses NOT to exercise the pick swap, do we still have to swap with Miami’s pick?
That's a relief. If OKC finishes with a worse record than us (very likely) we will hopefully still net a top 10 pick.
OKC owns Miami's pick. They can swap either of those two picks for Houston's. I'll quote a previous reply from another thread discussing the same thing. We may need to sticky one.

Thanks Clutch. The first four words you said clarified this situation perfectly. I was under the impression that OKC had rights to pick swaps with both Miami and Houston for 2021. But they outright OWN Miami’s pick. Damn.
There are 3 picks: HOU MIA OKC We get the worst of those 3 picks (OKC the best 2). Root for Miami to lose? It would be nice if our worst case scenario was our own pick!
This is exactly why we should tank for that 52% chance. Especially in a shortened season. Worst possible scenario is the only scenario if we don’t tank... Miami’s pick. Worst trade in Rockets history will continue to pay dividends moving forward unfortunately
If HOU, POR, OKC or MIA end up with a better record (worse pick) than BKN, then the BKN pick swap becomes a little more valuable...as we would swap out the worst of OKC/MIA/HOU or Portland (lotter protected).
