If the Senate had voted to remove him from office he couldn't have run again. As part of the impeachment powers of Congress they remove the ability to serve in federal office. The Senate also could've voted not to remove but to ban Trump from future office.
I agree this won't change minds among the Trump faithful. This letter though was more of a message to the military that if they are called upon to overturn or undermine the election and certification hose orders would be illegal.

Perry (SoD under Clinton) said the idea came from Cheney. I think we can guess as to why. Like you heard from the tape where Trump pressured Ga SoS to find votes and recalculate the result, the SoD and the military is being pressured by Trump to take actions (take a guess what they are asked to do). Someone high up reached out to Cheney and it was serious, credible and concerning enough for Cheney to call on the other SoD to formulate this letter. After Jan 6th, watch his next step. He will put maximum pressure on the military. Chaos at home or aboard to take actions.
Simply incorrect, submission of evidence is not a requirement for standing. Standing is a threshold issue, the filing party either has it or doesn't.
