When I was in Vegas and los angeles in early November...the clubs/lounges were supposed to be closed, but it didn't stop people with money/power from holding private events. I haven't been to Texas this year, but I'm pretty sure it's the same there... Restrictions don't really apply to the top 10%. Just look at all the politicians who got caught breaking their own rules.

These people in this industry have to find a way to survive somehow just like anyone else. barely anyone has been going so capacity as never been an issue in that regard

Anyways my point is that even in places like California where there are stirct closure of indoor restaurant closure, you'll find even mayor's and the governor having private events in places like french landry. So don't be surprised when you see places that shouldn't be open, holding huge private parties.
