To be fair, I think all healthcare officials were really concerned about the PPE shortage for medical staff. They weren't certain that masks would help the general public, but they knew that masks were needed and in short supply for medical related personnel. The PPE supply situation has changed a lot since the end of February.

Trump deserves a lot of blame but I doubt he wrote that. That sounds like boilerplate language from the last few Thanksgivings that they recycled and Trump and his Administration is so checked out they can't come up with a completely new statement.
