I would have expected that states have their own laws in place that prohibit the legislators from changing how they select the electors. Is that not the case?

Just saw that the two Republican canvassers for Wayne County are now saying they rescind their certification and have given signed affidavits claiming they were threatened and coerced to certify. This is after Trump spoke to one of them. It's unclear if their about about face now changes things.
