I think he is supportive of decriminalizing narcotic use but is not for legalizing narcotic use. People caught in drug addiction won't be treated punitively. But they also won't be able to go to the local gas station and buy a heroine laced hard candy like people in Colorado can do at their local weed dispensary where it's legal to buy weed laced gummy bears and soda pop and all sorts of consumables. The idea is to help people get out of their addiction. Not profit and feed off of it by legalizing it.
Biden could win all of Maine, Wisconsin, Nevada, Arizona, it won't matter if he doesn't get at least one of MI, PA, or NC. The uncounted / mail-in votes will have to make up a ton of ground for Biden to win in any of those 3.

well the manufacturing and selling of hard drugs is still illegal, but personal possession is decriminalized which is fine with me I guess people see the words “decriminalize heroin” and think it’s crazy and people will be on the streets handing out heroin like Halloween candy I hope this move is successful

The pollsters really to evaluate how they poll people. Some results are way off from "multiple polls showing a Biden lead in state...".
Nate silver: So to summarize a bit, Biden basically has three “easy” paths to victory remaining. In rough order of likelihood: 1) Win Arizona and NE-02, hold Michigan and Wisconsin; 2) Win Pennsylvania, hold Michigan and Wisconsin; 3) Win Georgia, hold Michigan and Wisconsin. Less likely paths would involve his winning North Carolina, or other scenarios where he loses Wisconsin or Michigan but does well enough elsewhere.
I look at addiction this way. You've made doing hard drugs illegal and addicts are still willing to risk prison time and their own life anyways by using it. Punitive measures aren't detracting addicts from being addicts. Why not try something different? This is something different and is an experiment that has been running in Portugal and at least 25 other nations since 2001 with good results nearly 20 years later. Like others have said though, we'll see how it goes in Portland.

The final results arent' actually in. Like Trump is up by 6 or whatever in texas now, but it will probably narrow to within the Margin of Error for the major polls by next week. Then we'll only have 4 more years of people saying "polls were wrong in 2020" and data/stats people saying "no but MOE ACTUALLY means...blah blah"
Spain had a heroin probelms years ago. Addicts were laying about in public squares and squatting like canned sardines. They decriminalized and all those public spaces cleaned up and were fit for tourists again. A success. Orgs who deal with substance abuse there claim the drug problem hasn't changed. It's just out of sight and out of mind now because the addicts shoot up at home instead.
Hillary was up by 2.2 in the polls and won the PV by 3. I do think once Cali/Wa/OR come in by the weekend I could see 6 to 7 million more in the PV. The issues continue to be the state polls in Wisconsin, Florida, and some other states with heavy IMPORTANT rural voters. The issue has to be rural areas being able to contact people. They are missing millions of red voters in those states. I mean Wisconsin again sticks out like a sore thumb.
