He's telling people to vote while pointing out that if everyone votes than Trump will lose. In other words, he's trying to manipulate the election so Trump will lose. This is INAPPROPRIATE.
Your statement is comedy. I'll play along. He didn't really mean that. He was just saying what real Americans are saying. He was speaking sarcastically.
He made an unsubstantiated claim that Trump doesnt what all votes counted cos if all votes are counted Trump would lose, and then asked people to vote. There is nothing inappropriate as the first part does not necessarily truly correlate with the latter. In fact, one can argue that he is actually motivating Trump supporters to go and vote and prove him wrong.

I wasn't serious. Encouraging people to vote is perfectly fine. As for whether a public official should be openly declaring support for one candidate versus another -- if that's how one wants to interpret his tweet -- not sure how that's inappropriate or out of the ordinary in the present political landscape.
Yeah. We know very little about Fla. I think it is an uphill battle for Biden. But it is winnable for him.
