Ok they're not cities but how about Republican run states. The top 10 include Mississippi, West Virginia, Alaska, South Carolina, Indiana, Arizona and Wyoming. They have the poorest education and healthcare in the nation, oh, and they also take more in federal assistance than they pay in taxes. So yeah, first thing I saw when looked it up.
