It's a plan he'll never implement. Just like he promised a huge tax cut before the 2018 elections and did nothing. He's promising something that he has no intention of delivering. He's had 4 years to talk about this plan and didn't even bring it up until campaign season.

 

Has Trump put in any effort to try and pass this Platinum Plan? He’s been in office for almost 4 years.

Why shouldn’t I believe that he is just pandering for votes, and then if re-elected, we won’t hear a thing about the Platinum Plan?

Police reforms will be implemented in an expansive act that will at minimum include: Elimination of Qualified Immunity; requirement of mandatory malpractice insurance for police officers; make municipalities liable for unconstitutional actions by police; mandatory use of dashboard and body cams; elimination of chokeholds and "no-knock" warrants; establishment of residency requirements, de-escalation training, and requirement to update training; severe penalties for evidence tampering including withholding DNA. A federal database of police and disciplinary records established and made public and once fired for cause cannot be rehired. Creation of Office of Independent Prosecutors to solely focus on prosecuting police accused of wrongdoing. Other reforms as listed in greater detail in the Contract with Black America.

 

It is also true that he promised a tax cut before the 2018 elections and did nothing about it. He has a history of promising things in election seasons he took no action to get done before and doesn't bother enacting afterward.

Again, why are we just now hearing about this grand plan now? It took him 4 years to create the Platinum Plan? If he had implemented some of these things while in office, I would have given him props.

And it is the basically the same "Plan" he rolled out in October 2016. How much that plan was implemented? Maybe 5-10%...really the only thing was some help for HBCU's and some Criminal Justice reform (which he regrets signing).
