The short answer is no, there has always been free speech in the USA to a very high level. In the past extreme tactics never worked in part because of a two party system, the American people simply did not embrace or accept marginal views or positions and those that rose in politics could not have those views as they were pushed out........ the USA is largely responsible for the development and spread of the internet and instant news and information but culturally the USA has not handled it well and it is causing issues across the globe.
No, Trump voters were already motivated beforehand...if anything, this will demotivate them. Biden and 3rd party voters are ready to be done with Trump and are getting more motivated. USC Dornsfife has been tracking a poll of voters for awhile now and Biden and 3rd party voter motivation went up qutie a bit after the debate and Trump's diagnosis.
The combination of drugs, the degradation of his mind caused by COVID-19, and the realization that he is losing badly... so he says "he is entitled" to four more years.

Not really I don't think they can increase turnout and will probably make more not even bother to vote because they think its a lost cause. Voting against Trump is now a badge of honor so I don't think it will depress the vote against him.
