This comes two months before an important election, where he trails something like 86% to 8% (about...can't remember) amongst the black vote. Coming from someone that is completely self-serving in everything he does. Guess he thinks the black community is too stupid to see through this charade. He had 4 years to pass help pass legislation such as reparations for redlining but he chose to have a vague bill with little detail a couple months before an election that we all know will never pass through a GOP controlled Senate. OK great, he was VP for Obama, who is half black and half white. But what would you say are the things that Biden has actually DONE for the black community? Other than author the crime bill? I think there's a valid case to be made that his efforts in politics have been the MOST DAMAGING for black Americans. The crime bill was truly that bad in terms of causing mass incarceration of blacks.
We are more likely to see Trumps taxes then him following through with this or any other promise to people outside his base.

But he is doing it just for votes. He could have expressed this anytime in his past 4 years as president. It's also not comforting knowing how his actual base thinks of the black community (welfare queens, thugs etc) which he will always pander to.
