I found the most compelling part of the piece was Rochester's proposed solutions. I think investment is the key and I think low interest loans and other economic development is the key. I'm not sure I would go as far as free tuition for all blacks and native Americans as I think there are already successful black Americans who's children don't need that help while there is a wealth disparity among Native American tribes regarding which one's have casinos near metro areas.
It should then take you two seconds to prove that whites benefit from better educational situations from kindergarten through high school. You know, the things that happen before you go to college.
