No. Intelligent, ambitious blacks were shut out of education, property and business ownership and professional or even administrative work; and for a hell of a lot longer than all other immigrants to this country (who married and bred their way out of the underclass and compounded the exclusion and suppression of blacks). The only occupations we were allowed to succeed at were sports and entertainment; which have always been low-skill, but were originally also low-wage, blue-collar jobs before distribution networks and copyright laws made them more lucrative. Dogs can bred extremely quick and who they breed with can be strictly controlled. Dogs that were bred and did not have the traits wanted could be killed or not allowed to breed. Dogs can have multiple babies at once and multiple litters in such a short time. That isn’t the case with humans at all. Also dogs that are being bred and being done so for a particular purpose (for example rescue or pulling). Last some breeds of dogs have been around a very long time. So if you could take humans and do the same over a thousand or more years, you likely make people all close to 7’0” tall or some other trait... it just has never happened. Also remember the vast majority of African Americans have European in their bloodline and as Europeans were not slaves, these people did not breed with ideal athletic candidates. Further using that logic African Americans from 200 years ago should be better athletes than AA now as there hasn’t been forced breeding in 160 years.

This is already an issue in many sports. Swimming had a big issue regarding shark skin suits that greatly reduce drag while increasing buoyancy. Most sports have very careful and strict regulations on equipment.
