I doubt Trump can be sued over this. Federalism and qualified immunity will protect him.. There's plenty of other stuff though that he could be sued for.

I can tell you based on the law as currently exists, no he cannot be successfully sued. Anyone can sue, but the courts would dismiss the complaint.
