This has far reaching implications. While it sounds like a fun story and one of justice, it still is messy considering the status of thousands of prisoners and then there are the residents who live there. Will they be forced to pay taxes to a different state now and will they be given their taxes back from the US since it was illegal to tax them? Then we must ask what will the native americans do with this power and wealth the US bestowed upon them in this recent judgement? Will this open the flood gates for similar situations across the U.S.? These territories will still be under federal control, and will in turn give the federal govt more power in a sense and take from states. Will we see residents demand new states be formed? What about representation? Hell, what about people's residency and state status... if you aren't in Oklahoma, and are not a resident, is your DL invalid? Your university can charge out of state tuition? This is huge and messy.
People make fun of Bush for this but really the question being asked is a bit silly. Bush is right, the tribe is a sovereign entity which means it is self-governing and they work with the federal gov't as two independent entities would according to whatever treaty was created. That's it.
