Several men direct racial slurs, Nazi salute at black family at Oregon beach, police say

Lincoln City, Oregon — Seven men were arrested after, police say, they taunted a Black family by yelling racial slurs and using Nazi salutes during a Fourth of July incident in an Oregon beach town. The men also challenged officers to a fight when officers arrived at the scene in Lincoln City and set off fireworks that were banned, police said.

They were arrested on various charges including riot, disorderly conduct, interfering with police and possession of illegal fireworks, reports CBS Portland, Oregon affiliate KOIN-TV.

The men are from Clark County, Washington, police said. They were cited and released.

As this was going on, police said, they saw people in the group firing off large, illegal aerial fireworks.

After several more officers got there, they "moved in on the confrontational and highly intoxicated group and began placing them under arrest," police said.

Those arrested were Gennadiy Kachankov, Antoliy Kachankov, Andrey Zaytsev, Oleg Saranchuk, Ruslan Tkachenko and Yuriy Kachankov. A seventh man refused to identify himself, police said.

The central Oregon beach community is about 88 miles southwest of Portland.

Battle Ground man accused of stabbing acquaintance appears in court
Report: Incident happened after a night of drinking

A Battle Ground man called 911 early Monday morning to say he had “just stabbed a guy with a knife a couple times,” court records state.

Gennadiy V. Kachankov, 29, who is accused of stabbing the acquaintance in the chest, appeared Tuesday in Clark County Superior Court on suspicion of first-degree assault.

The victim, identified in court records as Orey Rogers, was treated for his injuries at PeaceHealth Southwest Medical Center in Vancouver and was released, according to a hospital spokesman.

Battle Ground police were dispatched at 1:07 a.m. to the 500 block of North Parkway Avenue for a report of a stabbing. While the caller was reporting that a man came to their door with a knife wound to the chest, Kachankov was also calling in, according to an affidavit of probable cause.

He told the dispatcher he had stabbed someone, the affidavit states, and gave his location. When police arrived, Kachankov was holding his phone to his head in one hand and clutching a knife in the other hand. Kachankov, who had blood on his hands, dropped the knife when ordered and was placed in handcuffs, according to the affidavit. He told police the victim, Rogers, was about two blocks away.

Police found Rogers inside an apartment, where he was sitting in a chair with a bloody shirt lying nearby, a wound to the right side of his chest and a cut on his right hand, according to the affidavit. Before Rogers was taken to PeaceHealth for treatment, he told police that Kachankov stabbed him after they met at a bar and returned to a different apartment, the affidavit said.

“Orey said multiple times that he was in shock and was having a hard time answering my questions due to his immediate trauma,” the affidavit reads.

Friends of Rogers’ said he showed up earlier that night with an unknown man, later identified by police as Kachankov, whom they described as acting “paranoid and strange,” according to the affidavit. After hearing loud noises a while later, one of the residents saw Kachankov with a knife in his hand as he began walking down the street, the affidavit said.

While Kachankov was walking, he told someone on the phone he “stabbed someone 12 times,” according to the affidavit. He subsequently admitted to stabbing Rogers while in police custody, the affidavit said.

During an interview with police at the hospital, Rogers said he and Kachankov had been drinking at multiple places throughout the night. While they were sitting in an apartment, Kachankov grabbed a knife from the kitchen, stabbed Rogers in the chest and cut his hand before leaving, the affidavit said.

On Tuesday, Judge Daniel Stahnke set bail at $150,000, which Kachankov posted. Kachankov signed a supervised release agreement that bars him from contacting Rogers and limits his travel to several Western states for work purposes, according to court records. He is scheduled for arraignment May 17.

Motorcyclist blamed for injury crash
Trooper saw driver speeding before collision

A motorcyclist that was spotted speeding in the Salmon Creek neighborhood is accused of causing a collision a few minutes later.

The crash was discovered at 7:17 p.m. Sunday at the intersection of Northeast 179th Street and Northeast 10th Avenue by a Washington State Patrol trooper.

According to Clark County Sheriff’s deputies, who are investigating, the trooper had seen a motorcyclist speed by him in Hazel Dell a few minutes earlier. The motorcyclist then apparently exited northbound Interstate 5 at 179th Street, then ran a red light at Northeast 10th.

He collided with a westbound pickup in the intersection.

The motorcyclist was identified as Ruslan Tkachenko, 20, of Battle Ground. He suffered serious injuries and was taken to a hospital; his condition was not immediately available.

Tkachenko attended Battle Ground schools. According to a 2003 Mother’s Day story in The Columbian, he is one of six children. His family emigrated from Kazakhstan to Battle Ground in 1996.

The pickup was driven by Zachary Byers, 36, of Ridgefield. He suffered minor injuries and declined medical treatment, according to a news release.

Although the collision remains under investigation, deputies said speed and failure to obey a traffic signal were contributing factors.
