Doesn't meet a monetary threshold, not violent, can be physically restrained, no concealed weapons. I'd say it doesn't meet the criteria. Most big box stores would allow property destruction anyway. They just jack up the prices for everyone else to make up for it. But for a small business that may be more difficult to recover, maybe there's a discussion there.
So it depends on the value divided by the net worth? Does that mean stealing a flag from a homeowner is worse than stealing a car from a dealership?
Big box stores have means to recover lost revenue by spreading the cost to other customers. Also in our culture, the liability for a customer getting physically injured, whether they deserve it or not, is high. It's a sad sight to see lost prevention get in trouble for physically restraining a shoplifter or vandal. Burglary at night presents other challenges because it's difficult to assess what has been stolen and if the burglar has a weapon. In the Oklahoma case, say if the flag in question was stolen is the homeowner's backyard, that poses more trespass and threat to the homeowner and I'd argue he has a right to shoot.
